The 20th Century is gone and the celebrations that marked the beginning of the 21st Century on January 1, 2000 reverberated throughout the world. This new Millennium was considered by many (especially Development Practitioners) to be a period of unbridled hope to eradicate poverty, ensure peace at all times and restore the dignity of the entire human race.
